MUMBAI : The Directorate General of Civil Aviation (DGCA) on Wednesday issued a formal notice to crisis-hit IndiGo, directing its Chief Executive Officer Pieter Elbers to appear at its office at 3 pm on Thursday. The regulator has asked the airline to submit a comprehensive report outlining the causes and scale of the recent service disruptions that left thousands of passengers stranded across the country.

According to the DGCA, Elbers must be accompanied by senior officials from all relevant departments to provide detailed updates on flight restoration efforts, recruitment plans for pilots and cabin crew, current manpower strength, and the total number of cancelled flights and refunds processed to date.

The directive comes after IndiGo witnessed large-scale operational breakdowns, resulting in thousands of cancellations, delays, and rescheduled flights over recent weeks. In response, the DGCA has constituted a four-member probe committee to investigate the root causes of the crisis.

The panel includes Joint DG Sanjay Brahamane, Deputy Director General Amit Gupta, senior Flight Operations Inspector Kapil Manglik, and FOI Lokesh Rampal. Their mandate is to scrutinise IndiGo’s manpower planning, crew rostering systems, and the airline’s preparedness to implement updated duty period and rest norms for pilots.

Announced by DGCA chief Faiz Ahmed Kidwai on December 5, the committee will also assess the airline’s adherence to revised Flight Duty Time Limitation (FDTL) provisions. This will include examining operational gaps already acknowledged by IndiGo and fixing accountability for planning failures that led to nationwide disruptions.
